For diabetes and hypoglycemia: what is the difference between the glycemic index vx. glycemic load of foods?

Can a diabetic eat hot dogs? Dont eat them all the time. Just every not and then?

I have two great cookbooks accept that they have many great diabetic recipes from the bookstore.
